The Monitoring and Evaluation unit is responsible for the collection, collation, reporting and use of data within the ACHIEVE program. The unit is also responsible for generating high quality data, implementing M&E processes at all levels and collaborating with relevant stakeholders to support IHVN’s public health interventions at the central, facility and community levels.

Job Summary:

S/He will assist in the implementation of Strategic Information activities in the state to ensure program targets are met.  Implement and ensure data quality and best practices in data collection, data management, and data reporting at different levels. Ensure the use of standard tools and indicators required in the program. Promote health system strengthening activities at all levels. Collaborate with the Government of Nigeria agencies to conduct monitoring and evaluation activities.

Responsibilities:

  • Collate site level indicator reports and ensure completeness, correctness and consistency of data reported.
  • Ensure complete and consistent reporting on DHIS.
  • Ensure compliance of sites / regions to reporting timelines and reporting lines.
  • Ensure all program reports received from sites and CBOs/NGOs within the state are complete and correct and properly archived.
  • Ensure the availability and utilization of standardized monitoring and evaluation indicators and tools for consistency in measurement.
  • Monitor data processes from collection, collation, analysis, reporting and use.
  • Participate in site monitoring, supervision and mentoring.
  • Assist in generating regular gap analysis to show state/site progress towards achieving set targets.
  • Participate in periodic data quality assessments at IHVN supported sites and generate reports.

  • Assist in the maintenance and support of Electronic Medical Records system implemented at site.
  • Responsible for ensuring monthly data export from EMR at site level for onward submission to the next level.

 Minimum Requirements:   

  • A University degree in any of the following or related fields: Medicine, Pharmacy, natural and social sciences, statistics and epidemiology. Minimum of 1 year working experience in relevant field.
  • Experience in data collection, processing and use.
  • Experience with HIV/AIDS programs or related health service programs; experience working with HIV/AIDS prevention and/or impact mitigation programs in the West African context is desirable.
  • Experience with the PEPFAR SI system highly desirable.

Job Summary:

The Program Officer, HIV Epidemiology and Surveillance will provide technical support for the implementation of HIV/AIDS surveillance activities and surveys in IHVN-supported States. The Program Officer will collaborate with Stakeholders, including Federal/State Ministries of Health, funders, and relevant implementing partners to strengthen the national HIV/AIDS case-based surveillance, recency surveillance and mortality surveillance initiatives. The Program Officer will provide support for epidemiological data collection, analysis, and use for monitoring the trends of HIV sentinel events among people living with HIV. The Program Officer will provide technical assistance to site and above-site level personnel to ensure surveillance data are used for improving the quality of patient management and public health response.

Job responsibilities

  • Performs HIV/AIDS surveillance data analyses and monitors surveillance data for change in epidemiological trends.
  • Participates in planning and conducting outbreak and other epidemiologic investigations by assisting with the onsite review of facilities and procedures; interviewing patients, health care providers, and others involved; and assisting in collecting data from local agencies or other health entities.
  • Participates in rapid/emergency response to suspected/confirmed outbreaks as needed.
  • Assists in preparing reports from analyses of surveillance data, literature reviews, and other information using behavioural science, demographic and epidemiologic analytic techniques, and evaluation.
  • Perform data quality assurance activities; undertake periodic field supervision visits to assess and evaluate the implementation of surveillance activities, identify gaps and recommend corrective actions based on key performance indicators.

Education

Finance Officer, Public-Private Mix, TB-LON 3 Project

The TB-LON 3 Project is a USAID-funded Award that is a revolutionary program working with communities, facilities and relevant State and National structures to improve access to TB case finding, diagnosis, treatment and notification in Lagos, Ogun, Osun and Oyo States; as well as increase domestic financing for TB and strengthen surveillance and integrated reporting across four result areas:

  1. Improved access to high-quality, person-centered TB treatment, DR-TB, and TB/HIV services for a cumulative number of at least 106,576 persons for the life of the activity
  2. Strengthened systems and structures for TB detection, treatment and notification with TB service delivery platforms strengthened
  3. TB disease transmission and progression reduced
  4. TB research and innovations accelerated with improved impact on program implementation.

Job Title: Finance Officer, Public-Private Mix, TB-LON 3 Project

Job Summary:

The Finance Officer (Public-Private Mix, TB-LON 3 Project) will assist in the management of the TB-LON 3 Project Financial Processes, Reports, Budgeting and Budget controls including preparation of monthly management accounts and annual statutory financial statements.

Under the guidance and supervision of the Senior Finance Officer, s/he will work with the finance team to provide support to the TB-LON 3 Project program implementation team on operations and general management of the TB-LON 3 Project, with particular reference to routine financial operations, financial reporting, budgeting, budget controls, administering of finances to sub-recipients, including sites and state offices.

S/he will be responsible for:

  • The maintenance of general ledger of the accounting software – SAGE 300 (ACCPAC), while ensuring monthly reconciliation of all ledgers and sub-ledgers
  • Administering payments (preparation of payment vouchers, transfer instructions etc.) and preparation of monthly bank reconciliation statements
  • Monitoring Grant expenditures to ensure that program funds are utilized appropriately by the close of any reporting period
  • Reviewing monthly financial reports from the sub-recipients and state offices under the TB LON 3 project; and ensure timely disbursements to state offices and sub-recipients
  • Preparing monthly Grant Budget/Actual Reports with variance analysis and budget burn rates to identify relevant / expected implementation discrepancies

State Clinical Mentor

The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a division of the Department of Public Health in the Federal Ministry of Health (FMoH). Its mandate is to coordinate the formulation and effective implementation of the Nigerian government policies, guidelines and standard operating procedures for the prevention of new HIV infections as well as improve on the existing treatment, care and support for those persons alreaady infected and affected by the virus in the country. In collaboration with the USG, NASCP is implementing a first phase of National Clinical Mentoring in the HIV programme in 19 Nigerian States for improved HIV service delivery.

The Institute of Human Virology, Nigeria, (IHVN) in collaboration with SASCP is seeking to recruit qualified persons in Katsina State to fill the following critical positions necessary for programme implementation in the state as indicated below.

Job Title: State Clinical Mentor

Job Summary: The candidate must be domiciled in the state and be conversant with the terrain. S/He is expected to build the capacity of frontline Healthcare workers to provide quality HIV clinical services offered as part of a comprehensive package of care in both public and private facilities as well as in communities.

 Responsibilities:

  • Provide on-site clinical training to health care workers on HIV treatment according to the national guidelines, including adult and pediatric ART and the treatment of tuberculosis and other opportunistic diseases.
  • Provide training through clinical consultation, assisting local health care workers to identify key bottlenecks affecting patients’ access to antiretroviral therapy (ART) and helping them with direct patient care as needed
  • Provide continuous medical education (CME), which may include didactic training sessions to health professionals, as needed. All training will be in accordance with the national guidelines.
  • Provide health worker capacity building sessions using various methodologies (including use of project ECHO, low bandwidth video conferencing).
  • Assist as requested with facilitating sessions on the weekly ECHO videoconferencing sessions with health workers from various sites in the states
  • Develop standard operating procedures for the provision of HIV clinical care at the health facility in collaboration with the Ministry of health and other stakeholders. This may include troubleshooting problems with the patient flow, tracking defaulters, or clarifying referral pathways by developing appropriate algorithms
  • Submit a monthly report on training and technical assistance activities, as well as findings and recommendations for strengthening services in the health facility and compliance with the national treatment guidelines
  • Perform other duties related to clinical mentoring as assigned

Minimum Qualifications:

  • Must possess a degree in Medical Sciences (MBBS or equivalent). Post graduate qualification/Masters level training in Public Health, Family Medicine, Internal Medicine, Pediatrics or Obstetrics will be an advantage.
  • Must be registered with the Medical and Dental Council of Nigeria
  • At least 3-5 years’ experience with clinical HIV and AIDS care, including the provision of antiretroviral therapy (ART)
  • Must have at least 2 years’ experience with program planning, assessment, and implementation of HIV clinical care program. Experience in the provision of HIV clinical training
  • Previous experience in HIV-related operational research is an advantage
  • Good knowledge of current trends and normative guidance (national and international) in HIV clinical care and service delivery
  • Experience in coordinating multi-disciplinary HIV clinical teams for effective service delivery
  • Willingness to travel to clinics and hospitals in assigned geographical areas within the State

Job Summary:

The Driver will provide secure and timely driving services, demonstrating the highest standards of professionalism, discretion, integrity, sense of responsibility, excellent knowledge of protocol whilst ensuring compliance with local driving rules and regulations. S/He will be expected to travel extensively with Program staff for monitoring and technical support to sites, participation at trainings, meetings, outreaches and program review workshops.

  • Conduct maintenance of all assigned vehicles: Ensuring that vehicle is kept in good running condition at all times through addressing minor repairs, making arrangements for major repairs, timely changes of oil, check of tires, brakes, water levels, and car washing.
  • Document all vehicle related information: Ensuring the availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle log books, fuel voucher booklet, office directory, map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle; keeps track of insurance and other tax formalities.
